However, the terms do state that applicants must either invest or have previously invested a 'substantial amount' in a verified business enterprise in the US. In other words, if you're investing in a relatively low-cost business in the US, you'll need to produce a larger fraction of capital for a federal official to consider it 'substantial'.

For most successful entrepreneurs, this ends up breaking down to at least $100,000. There have been cases where people have been approved with as little as $50,000, but this is the rare exception and not the rule.
